Centos Stream el10 has issued the first releases of systemd, starting with
systemd-256-14.el10.src.rpm

As expected we have to add our own networkd support. Luckily by comparing to the
full support in fc40, its seen that we need 2 patches,

systemd.spec: spec-fix-18-networkd.patch
SOURCES/split-files.py: split-files-add-networkd.patch

With these 2 patches its easy to add or recover systemd-networkd.
